The International Committee of Afghanistan Medical Students (ICAMS) is a scientific, social, and non-profit organization composed of medical students from universities and medical faculties affiliated with the Ministry of Higher Education of Afghanistan. ICAMS aims to strengthen connections and cooperation among medical students across the country, enhancing their knowledge, skills, and professional capabilities, while contributing to community service and improving public health standards.

The General Assembly is the highest decision-making body of ICAMS, composed of representatives from all Local Member Organizations. It convenes at least once per year during the National General Assembly Meeting (NGAM). The Assembly has the authority to amend the constitution, elect the Executive Board and Supervisory Council, approve annual reports and financial statements, set strategic directions, and make binding resolutions on all matters concerning the organization. Each LMO is entitled to send voting delegates proportional to its membership size, ensuring fair representation from all regions of Afghanistan.
The Supervisory Council serves as the oversight body of ICAMS, ensuring that the Executive Board and all organizational activities comply with the constitution and bylaws. The Council consists of elected members who serve a one-year term and are not eligible for concurrent Executive Board positions. Key responsibilities include reviewing and auditing the financial records of the organization, investigating complaints or violations of the constitution, mediating disputes between LMOs or between members and the Executive Board, and presenting an annual oversight report to the General Assembly. The Supervisory Council acts as an independent check on organizational governance.
The Host Institution provides the institutional framework and administrative support for ICAMS operations. Kabul Medical University, as the founding and host institution, serves as the organizational anchor, providing meeting facilities, communication infrastructure, and official institutional recognition. The relationship between ICAMS and its host institution is governed by a formal agreement that outlines mutual responsibilities, resource sharing arrangements, and the independence of ICAMS as a student-led organization. The Host Institution appoints a Faculty Advisor who serves as a liaison between the university administration and ICAMS leadership, providing guidance on institutional policies and facilitating access to university resources.
